Specifications include, but are not limited to: Through this RFI, HSEO is seeking partner(s) to develop and execute an Energy Auditor Training Program Plan including: 1. Proposed training curriculum for the present and future; 2. Identification of covered certifications trainees will receive; 3. Expected cost per individual of training; 4. Description of training benefits to trainees, the State, and USDOE; 5. A plan to connect trainees to employment opportunities, including outreach, recruitment, enrollment, and retention; 6. Diversity, equity, inclusion and accessibility strategies and activities; 7. A sustainability plan describing how the Program will build a foundation for a more robust energy auditor workforce in Hawai‘i and steps needed to build and maintain this workforce; 8. A community benefits plan covering all affected communities that describes how the Program will: (1) support meaningful community and labor engagement; (2) invest in America’s workforce; (3) advance diversity, equity, inclusion, and accessibility (DEIA); and (4) contribute to the President’s goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities (the Justice40 Initiative); and, 9. Federal funding reporting compliance.
