Specifications include, but are not limited to: A. Design phase services by the CMAR include, but are not limited to: • Work with the Engineer and City through the final design and assist in the permitting process, as needed. • Participate in regular scheduled project coordination meetings. • Perform exploratory excavations in the areas identified by the Engineer and/or CMAR, as needed. • Provide detailed independent cost estimating that reflects knowledge of marketplace conditions at progressive design deliverable. • Provide project planning and scheduling for construction and make scheduling recommendations through the design phase. • Provide value engineering and constructability studies at each stage of the pre-construction phase, including design. • Advise the City of ways to gain efficiencies in project delivery to reduce project costs and/or overall schedule time. • Provide long-lead procurement studies and possibly initiate procurement of long-lead items. • Provide a sub-contractor selection plan that describes how sub-contractors are selected, qualifications alone or a combination of qualifications and price. Bid, award, and manage all construction related contracts and subcontracts while meeting the City’s bid requirements and the EPA Grant Program requirements. • Concur with Plans and Specifications prior to construction. • Submit a Guaranteed Maximum Price (GMP) for each site for City review and negotiation. • Bid, award, and manage all construction related contracts and subcontracts while meeting the City’s bid requirements. • Provide the required bonds and insurance. B. Construction phase services by the CMAR include, but are not limited to: • Serve as the general contractor during construction. • Construct the project per the engineered plans and specifications. • Coordinate with various City of Glendale departments, City of Phoenix, and other agencies, including utility companies and other entities as necessary. • Arrange for procurement of materials and equipment, as required. • Schedule and manage site operations. • Manage all construction related contracts and subcontracts. • Provide quality controls and associated testing, including material and compaction testing, and any other tests as required by the construction documents. • Bond and insure the construction. • Comply with all federal, state, and local permitting requirements (i.e., NPDES, etc.). • Maintain a safe work site for all project participants. • Manage project warranties. • Populate the City’s asset management table and coordinate with the City and Engineer in coordinating asset information handovers. • Complete work in accordance with EPA requirements such as Davis-Bacon and Related Act (DBRA), Disadvantaged Business Enterprise (DBE) Program, Build America, Buy America (BABA), etc. and maintain required documentation. C. EPA grant requirements: The selected CMAR will be required to comply with the EPA grant requirements during the construction phase of the project. The following are some of the requirements, but not necessarily all, that the CMAR will be required to comply with: • Complete and submit all required EPA forms. • Provide progress reports to ensure work is being completed per the grant requirements. • Assist City with quarterly reports and final reports to EPA summarizing work completed and required supporting documentation.
