Specifications include, but are not limited to: A. Research Compliance: System must demonstrate the ability to maintain the confidentiality of Human Subjects/Participants. System must comply with related federal and state regulatory requirements such as HIPAA, ADA, etc. B. Security: Electronic Security – System must be compatible with the University’s Cyber Security policies available at https://ccit.clemson.edu/cybersecurity/policy/ Access to any University data shall be protected via industry best practices authentication procedures for log-in and passwords. Additionally, system must have procedures to securely protect and separate University data from other clients. System must demonstrate the ability to create/maintain security level roles for: o 1) Creating an account (verify approved protocol and consent forms), o 2) Requesting cards, o 3) Loading payments/Funds, o 4) Creating participant records o 5) Ability to de-identify participants within the system. System must provide secure handling of sensitive research information and the capability of the program to maintain the confidentiality of human subjects. Payment cards must be capable of being loaded or re-loaded with varying amounts and with or without a name embossed on the card face. Separation of roles/duties relative to security levels. System must meet all regulatory recordkeeping reporting requirements applicable to the vendor. System must have measures in place to protect Clemson University against any fraud, theft or misuse of funds. C. Payments to Participants: System must be capable of providing delivery method for incentive payments to be made to human subject(s). Important contributing factors include: o Ease of use, o Costs to use and maintain, o Ease and function in creating a project record, o Ease and function in creating each of the subject’s record for a study o Overall speed of creating projects, funding accounts and processing payments to participants. System must be capable of offering the following payment methods: o Electronic (cardless) payments o Digital payments (Venmo, Zelle, Paypal, etc.) o Reloadable gift cards (major card brand, ie: Visa, MasterCard, etc.) o Other payment options will be considered: Direct to debit Direct to bank account Other D. Records Creation: System shall allow for single sign-on that captures the name and department or person creating/modifying the record. System shall be capable of capturing: o capture the full legal name of each Human Subject o capture the Social Security Number o capture the Human Subject’s contact information including permanent address. System shall feature the ability to establish payment schedule for participants based on milestones or study completion requirements, which provides different amounts of payment depending on what’s performed or length of time in study, etc. System shall maintain a record of to whom the credit card was assigned, while maintaining confidentiality of the subject. System shall demonstrate ability to input the total amount authorized by sponsoring agency for each study/project to allow for the tracking of payments made for the study against the project budget awarded for Human Subject payments. System shall demonstrate the ability to flag the study/project that are exempted from the collection of Personal Identification (Name/SSN); the assignment of the flag should be assignable to a specific security role. System shall allow the ability to attach an IRS Form W-9 when inputting subject information (unless study is exempt from SSN collection). System shall have the ability to flag/identify studies conducted entirely outside of the United States. System shall allow for reporting data to be exported to Microsoft Excel.
