ODDS desires to contract with a vendor to purchase and distribute stored value cards as compensation and incentives for Individual and family member participation in listening sessions, focus groups, committees, and other ODDS events throughout the State of Oregon. The successful vendor will perform this work in accordance with the policies and guidance set forth by DAS. The successful Proposer will: 2.6.1 Review and remain up to date on State rules and policies relating to compensation and incentives for participants. 2.6.2 Develop a uniform process by which various Agency Managers can submit lists of eligible participants after each qualifying engagement event and specify what manner of compensation is being offered. 2.6.3 Review and track eligible participants to ensure no conflict of interest exists according to guidelines set by DAS and for each particular event. Examples may possibly include: current employees, close family members of employees, or duplicate submissions for the same household. 2.6.4 Acquire, purchase, or otherwise obtain Stored Value Cards to be used as an option for compensation in accordance with DAS policies. Successful Proposer will have discretion on which businesses it provides Stored Value Cards from. Examples of the types of industry and services that should be considered are: • Gas cards, • Grocery stores, • Retail stores, • Restaurants, and • Other Stored Value Cards as approved by Agency. The successful Proposer must be able to accommodate locally available options for eligible participants across the State of Oregon. 2.6.5 Connect with eligible participants to establish their preferred delivery method. Distribute the appropriate form and quantity of compensation for the event as direct by ODDS staff.
