Specifications include, but are not limited to: The County will fund First Time Homebuyer Activities according to the requirements indicated below. The requirements include, but may not be limited to: 1. Administering and providing technical advice and assistance in connection with the daily operation of the HOME First Time Homebuyer Program, including but not limited to: a. Processing applications and determining eligibility for participation in the Program; b. Pre-qualification of eligible applicants for home purchase and assisting participating financial institutions with the application process; c. Provision for pre and post-purchase counseling; d. Program marketing and outreach; e. Provision for assisting applicants who are ineligible for participation in the Program; f. Provision for coordinating and hosting quarterly homebuyer workshops/seminars and individual counseling as needed; g. Provide credit repair and credit counseling as required. 2. Status Reports to be prepared on a quarterly and year-end basis of all applicants in the pipeline and their status, program challenges and opportunities. 3. Liaison Activities: The selected organization will be expected to maintain liaison with the HOME Program Liaison and may attend a limited number of meetings as required with the Comprehensive Housing Affordability Committee (CHAC), Ocean County Board of Commissioners, Department of Planning Staff and other County, Local and Federal officials.
