Specifications include, but are not limited to: The Washington County Sheriff’s Office is seeking the professional services of qualified consultants to conduct a comprehensive Jail Capacity Study. The intent of this project is to provide an updated jail capacity study forecasting jail and community corrections bed space and staffing to meet Washington County’s community needs through the year 2055. Utilizing population forecasts and statistical data on crimes resulting in jail sentencing, this project will provide a forecast of estimated jail and community corrections bed space requirements through the year 2055. The study will provide a comprehensive assessment of Jail and Community Corrections bed space needs, staffing and service requirements that keeps pace with community needs over the planning horizon. The study will take into account current trends in social justice, mental health and detox needs, and other factors that can/should be taken into account when considering the capacity needs for adults-in-custody and critical service needs of the jail population. The study will consider adult in custody housing classifications such as general population (low, medium and high risk) and specialty populations (mental health, substance use disorders, females, etc.) in projecting future capacity needs. The study will consider best practices in managing jail and community corrections populations as well as considerations of increased mental health needs and jail health care.
