Review Established Airport System Goals, Performance Measures, and Targets 4.1.1. The SASP shall review the four established goals which will ultimately direct the State’s Airport System toward its established vision and update, as needed, to reflect changes in ADOT’s plans. 4.1.2. The Contractor shall review the current measurements of the SASP based upon the State Airports System Plan 2018. The selection of measurements drives the data that is necessary to be collected. 4.1.3. The SASP shall take a strategicapproach to identifying and evaluating the Airport System’s needs over the next 20 years. A primary goal of the plan is to capture data that supports ADOT’s Mission and Vision related to planning and developing the SASP. As such, the Contractor shall develop a 20-year SASP for Arizona’s public-use airport system. 4.1.4. The SASP shall include a listing and comparison of past Departmental studies. 4.2. Identify Changes in Airport Assets (Inventory) 4.2.1. Through this inventory, the Contractor shall garner and report an understanding of airport activities, facilities, and existing conditions. 4.2.2. In addition to airport-specific data, the Contractor shall update and compile socioeconomic/demographic data developed in the “Economic Impact of Aviation in Arizona”, 2021 on population, employment, and income for use in an overview of the Arizona Airport System. 4.2.3. The Contractor shall make maximum use of existing data and documentation. Existing data that may be collected from existing files includes airport layout plans, aerial photography, airport drawings, capital improvement plans, master plans, and facility data from the existing database and other sources of secondary information.
