Specifications include, but are not limited to: The selected firm will be responsible for the timely performance of the following activities, with input and support from RIHousing staff: • Review and summarize the criteria and procedures relative to the 2024 CoC grant competition (as such criteria and procedures may be set forth in a Notice of Funding Opportunity or equivalent and any other regulations, guidance, or policy documents of the CoC that describe or relate to the CoC program or the 2024 funding round (collectively, the “NOFO”). • The RICoC anticipates that, in addition to CoC funding, the RICoC will be renewing its Youth Homelessness Demonstration Program (“YHDP”) funding during the 2024 competition. The selected firm will be responsible for training and support specific to YHDP requirements for grantees and should detail their approach to support this process. • The RICoC anticipates that, in addition to COC and YHDP funding, HUD may issue related opportunities for supplemental and/or special CoC funding to address homelessness. The selected firm should anticipate supporting the RICoC in exploring an application for such an opportunity, should such an issuance arise. • Confirm RIHousing’s DUNS, Grants.gov, System for Awards Management (“SAM”), and any other applicable registration status. • Prepare and submit on behalf of the RICoC any required pre-application registrations and materials required under the NOFO. • Attend webinars, conference calls, and other presentations hosted or recommended by HUD relative to the 2024 CoC and YHDP grant competition. • Review the RICoC’s preliminary plan for application. • Conduct multiple, remote, information sessions, webinars and office hours with input and support from RIHousing staff to support applicants in their project applications. • Evaluate merits of the RICoC’s preliminary plan for application; assess fitness of plan in light of competition requirements and other criteria set forth in the NOFO. • Develop recommendations to support and improve the RICoC’s plan for application. • Draft the RICoC’s application materials and any other related or supporting documents with sufficient time for review by RIHousing staff. • Finalize the RICoC’s application and related materials for submission to HUD by fact checking, proofreading, and comparing the content of the application and materials against the requirements set forth in the NOFO. • Submit the RICoC’s application and related materials using the methods (electronic or otherwise) identified in the NOFO. This final submission must be made at least one business day in advance of the deadline set forth in the NOFO. • Provide training and technical assistance and support to RIHousing and local grantees in accordance with the application submitted to HUD and as requested by RIHousing staff; this may occur during or after the NOFO submission.
