Specifications include, but are not limited to: Summit County is seeking a firm to provide facility condition and usage analysis in order to develop a twenty-year Facilities Management Plan. . The analysis shall include: · Organizational review and spatial analysis for the efficient utilization of facilities taking into account current and projected needs. · Capital Improvement Project (CIP) recommendations for immediate, one, five, ten, and twenty year expenditures including related cost projections for the recommended improvements. · Facility replacement costs. The intent here is to determine the cost of a like facility either in the same location or alternate needs-based location per recommendations. A. Review and confirmation of existing data B. Department engagement for input on needs C. Engagement with County staff, for input on needs D. Analysis of individual sites and preparation of options for solving facilities needs on a site-by-site basis E. Analysis of special program needs F. Analysis of County-wide trends, needs and issues which may impact facilities solutions such as remote work, hybrid meetings, accessible, inclusive, and collaborative, workspaces, and accessible and inclusive service delivery. G. Analysis of project phasing opportunities H. Analysis of new technologies and renewable energy I. Preparation of cost estimates for proposed scenarios J. Preparation of a cost to criteria breakdown for proposed scenarios K. Compilation of all analysis and proposals into a Long-Range Facilities Plan suitable as a guide for decision making
