Specifications include, but are not limited to: 1. INMATE BANKING SOFTWARE a. Provide computer equipment and software to enable Waupaca County Jail and its inmates to access your commissary network, with free updates, and pay for purchased items. b. Software housed on site, no web based software, all staff should have access on PC’s in the control post. c. Software will need to be interfaced with Waupaca County Jail Management System (JMS), which currently is Spillman. Software to show inmate’s name, inmate’s acct. # and housing unit along with all accounting history. d. Commissary ordering should be tied to a live inventory database so that inmates do not get charged for out-of-stock items. e. Commissary receipts should explain to the inmate why they did not receive a product ordered, such as a limited or restriction applied. f. No substitutions for commissary products will be allowed. g. Supplier should be able to show an order error rate of less than 1% h. Commissary orders are to be packaged with inmates name and housing unit. i. Administrative ease of use software, invoicing and billing j. Web orders should be available and should be regulated by restrictions that the facility has set up. k. Web orders and Inmate orders should be combined into one order for the purpose of facility restrictions and delivery. l. When releasing an inmate there should be a debit card issued by the facility and there should be no charge for the debit card. m. All orders, commissary, indigent and web based orders should be processed on an auto processing timer without any staff interaction. n. Transactions entered incorrectly in the software should be able to be corrected by staff and secondary transactions were accomplished by primary transactions, all transactions are fixed at the same time. o. The software should be running a live balance at all times and reports should be available to show the live balance. p. Vendor must have the capability for debit release cards to be issued to inmates with a positive balance during release from Waupaca County Jail. q. Vendor must have capability to cut checks from inmate’s accounts. r. Banking Software must include purchasing reports, view reports and receipts, inmate account tracking, account history, auditing reports, and commissary restriction capabilities...
