Specifications include, but are not limited to: The Waupaca County Sheriff’s Office is seeking proposals from qualified vendors to provide contracted inmate phone, tablets and video visitation services for the Waupaca County Jail, in accordance with the terms, conditions and requirements set for in this Request for Proposal (RFP). The Waupaca County Jail is a 324 bed facility and is located at 1402 E. Royalton St., Waupaca WI. The Jail consists of three (3) floors with eight (8) housing units on each 2 nd and 3 rd floors for a total of 16 housing units. In the month of January 2024 the average daily population (ADP) was 188 inmates. The Jail currently has inmate phone and video visitation kiosks, there are no tablets. There are 16 phone/video kiosks and 2 mobile carts, which are located in intake. Waupaca County Jail houses overflow from both Portage County (35 inmates) and Wood County (75 inmates). Note: Wood County will be completing a new facility in the beginning of 2025 and our population will be down by 75 inmates. GENERAL REQUIREMENTS a. The software used by Corrections Staff must be web-based and easy to navigate. b. The proposed system must record all inmate conversations and record all inmate video visits with the exception of communication with a verified attorney. c. The proposed system must not require an on-site server to store records. There shall be no extra cost associated for retrieving call/video recordings or any other records. d. All records generated from the vendor must be kept for a minimum of 133 days. e. The proposed system must include a customizable permissions scheme assigned by a user. f. The communication software must not utilize any version of Adobe Flash for the operation of the system/software. g. The proposed system must provide and support TDD capabilities on all devices. h. Equipment installed in the facility must be durable and detention grade. Please include specifications on any hardware/equipment that will be installed in the jail for inmate use, including but not limited to phones, kiosks, and tablets. i. The vendor must provide technical support for both hardware (phones, kiosks) and software. The vendor must provide a way for Corrections Staff to submit requests to repair equipment and software 24-7. Please provide info on your proposed system. j. The proposed system must be integrated with the current commissary (inmate banking software) and jail management system (Spillman) Vendor(s) for a seamless transfer of inmate data at no cost to the County.
