Specifications include, but are not limited to: HIV and HCV Testing Supplies. The purpose of this solicitation is to establish an Agency Term Contract for Hepatitis C Virus (HCV) and Human Immunodeficiency Virus (HIV) rapid testing kits. The kits supplied by the successful Contractor must be first-line instruments and not obsolete models. If an HCV and/or HIV rapid test kit is discontinued or updated within the contract period the successful Contractor must supply the newer/updated kits at the same cost as the kits originally awarded from this solicitation. The State of Louisiana reserves the right to review the specifications and durability record of any rapid test kits being submitted as either upgraded or replacement models, prior to the substitution being made on the contract. The specifications and durability records shall be furnished by the Contractor upon the State’s request. Test kits must conform to the intended use, and Food and Drug Administration (FDA) standards in regards to performance, sensitivity, specificity, safety, and materials provided with each device. Test kits are to be delivered as called for throughout the contract period within one week after order placement by the agency to designated addresses (Statewide throughout Louisiana). Delivery timelines will be based on the date the orders are placed or requests for replacements are made to the Contractor. All items must be shipped and delivered in accordance with standards for maintaining product integrity (under appropriate temperature and environmental conditions, as specified by the manufacturer and FDA standards). Replacements for test kits that have lost their integrity in transit to the State or State partner Agencies, in which the State or Agency is not at fault, shall be replaced by the Contractor, and with associated replacement costs (such as shipping costs and associated fees) covered by the Contractor. Replacements must be made within three business days of notice to the Contractor.
