The ICE Contractor will provide independent and objective construction cost estimates, schedules, and cost and schedule analysis on behalf of MnDOT. A separate cost estimate, hereafter referred to as the Owner’s Estimate, will be prepared by MnDOT’s design consultant or another qualified firm that is independent of the ICE Contractor. Together, the Independent Cost Estimate and Owner’s Estimate will assist MnDOT in determining the project’s estimated construction cost and the reasonableness of the Design-Builders bid to design and construct the project. he Blatnik Bridge project will replace the bridge, while also improving safety and accommodating oversize and overweight vehicles. The project has been funded and MnDOT and WisDOT are proceeding with the project development. MnDOT is leading the management of the project. Phase 1 of the project is nearing completion. The environmental review process has resulted in recommendations for replacement of the existing bridge on an alignment that overlaps the footprint of the existing bridge and connects with STH 35 via a new curved alignment, together with the designated integral ramp bridges in Wisconsin. Phase 2 of the project is in progress and includes the following activities that will be completed by MnDOT’s design consultant: • Final Geometric Layout and Design Memorandum • Bridge type, size, and location plans (i.e., preliminary bridge plans) • Preliminary staging plans • Design memorandum • Visual quality manual • Updated renderings, 3D visualizations, and animation of preferred alternative • Coordination with bridge peer review contract through preliminary design phase.
