Specifications include, but are not limited to: The consultant shall utilize the results of the enrollment projections (already completed), the capacity and utilization study (already completed) and the IAQ testing requirements and HVAC testing and balancing assessment (in progress), in conjunction with this report/assessment, to make recommendations regarding next steps for the district while prioritizing short-term and long-term needs of the district. This report should also make recommendations, such as land for future buildings, building additions, renovations as is needed to deliver district programming, and the continued use of any school currently under operation. Specifically, the plan should use the data and findings from the study to: ○ Assess whether the space (both indoor and outdoor) will be adequate into the foreseeable future (5, 10, 20, and 30 years out) given current and future programming needs. ○ Classify each facility as renovate, extend, or replace/retire in regards to the current buildings and/or sites with associated cost-estimating data (construction and/or site acquisition). ○ Recommend future facility needs and alternative strategies for the learning environments. ○ Identify short-range (1-4 years), mid-range (5-10 years) and long-range budgetary estimates for capital planning. ○ Planning models and associated costs for facilities projects with sequencing and prioritization including short-term, mid-term, and long-term implementation (At least a 10-year projection). ○ Include innovative suggestions for cost savings measures while also accomplishing the goals of the district. ○ A schedule for renewal and replacement cost values (corrective costs): ○ Initial investments. ○ Life cycles and remaining useful life of equipment/infrastructure. ○ Deferred maintenance items, preventative maintenance items, and code compliance/non-compliance. ○ Operating and capital improvement cost estimates.
