Specifications include, but are not limited to: Each community solar garden approved under this new program must reserve at least 30% of its energy for subscribers from low and moderate-income households (defined as households with income of 150% or less of the area median income). For these households, the cost of the subscription must not exceed 90% of the energy bill credit they receive from their subscription. Additionally, each community solar garden must reserve an additional 25% of its energy for subscriptions from additional LMI households, affordable housing providers, and public interest subscribers. Commerce is authorized to approve 100 megawatts (MW) of community solar garden capacity for the 2024 program year. No funding is available through this program. The purpose of this RFA is to approve in-development solar systems to become community solar gardens. It will be the responsibility of individual developers or owners of community solar gardens (“Subscriber Organizations”) to sign up subscribers. Please note that the LMI-Accessible CSG Program is only available to projects built in Xcel Energy’s service territory and that all subscribers must be customers of Xcel Energy.
