The State is seeking to hire a CM/GC who can effectively partner with the State on the expansion and renovation of the Tennessee Bureau of Investigation (TBI) Jackson Building Addition. The facility, the Special Agent De'Greaun Reshun Frazier Tennessee Bureau of Investigation (TBI) Crime Lab & Regional Headquarters, is a 46,513 square foot (sf) consolidated facility, located at 350 Smith Lane in Jackson, TN. The facility provides services to law enforcement agencies in the 21 counties the Tennessee Bureau of Investigation (TBI) serves in West Tennessee. The project involves renovation of approximately 2,500 sf, a new addition of approximately 3,500 sf, and site work to include modification and expansion of the parking lot. New and renovated space includes an expanded DNA processing laboratory, office space, and site improvements. Continuous facility operation is essential to ensure TBI can conduct mission essential services. Therefore, it is imperative that DNA processing laboratory operations are not interrupted for more than a two-week period. Construction activities and schedules must be well communicated and coordinated in concert with TBI operations to ensure DNA processing laboratory down-time is kept to a minimum. The State intends to secure a contract for CM/GC services. The CM/GC shall provide consulting, scheduling, and estimating/cost control services during the design phase of the Project, and shall be the general contractor during construction, holding the trade contracts and providing the management and construction services during the construction phase. The CM/GC shall competitively procure and contract with the trade contractors and assume the responsibility and the risk of construction delivery within the specified cost and schedule terms, after providing a Guaranteed Maximum Price (GMP) for the scope(s) of work for the project identified on the RFP cover page of the Project Specific Documents.
