It is the mission of Multnomah County, acting by and through its Health Department ("County") and its Behavioral Health Division (“BHD”) to build, maintain, and support high-quality, accessible and culturally competent systems of care for adults with a mental illness and/or addiction. BHD is seeking Proposers from whom it may purchase outpatient mental health treatment services. Services are intended to assist individuals experiencing mental health issues that are uninsured and/or under-insured and lack the resources to obtain needed mental health treatment services to avoid hospitalization, incarceration or removal from their home due to the severity of their illness. This Request for Programmatic Qualifications (RFPQ) is intended to establish a list of agencies qualified to provide outpatient mental health services within Multnomah County. This RFPQ is designed to address the needs of individuals where they live, in their homes and in the greater community. Additionally, through this RFPQ process, the County and the community mental health providers who qualify will work together to maintain a safety net of treatment services while making ongoing improvements to service delivery. The BHD based the design of this RFPQ on the following goals and philosophies: • Trauma-Informed Treatment Strategies; • Services are delivered in a culturally and linguistically competent service delivery; • Inclusive treatment services include family members and other members of the consumer’s natural support system; • Timely access to the appropriate service in the system of care; • Crisis services are available to divert individual from higher levels of care into more appropriate alternatives; • Outpatient services are provided to individuals during hospitalization and focus on stabilization and discharge planning for appropriate treatment in the community; • Stable and supported housing is a system priority; • Individuals who have a low to moderate need receive appropriate outpatient services including brief treatment, psycho-education, support groups, etc.; • Individuals who have a moderate to high need receive appropriate outpatient services with adequate case management to promote recovery and allow them to remain in the community; • Strong natural supports such as friends, clubs, interest groups, group activities, volunteer opportunities, and other programs are in place for individuals; • Dual Diagnosis treatment services to individuals experiencing co-occurring mental health and substance use disorders; and • Individuals with specialized health care needs such as medical and psychiatric comorbidity or developmental disabilities will be well served by the system of care.
