The State of Oregon, acting by and through the Driver and Motor Vehicle Services Division of the Oregon Department of Transportation (“Agency” or “DMV”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for an experienced resource to conduct a holistic analysis of all DMV field office locations and staffing levels to meet demographic and business needs of Oregonians. This analysis study (Study) will include location of facilities within Oregon, ideal size of each facility, recommended staffing at each facility to meet the goal of serving 80% of our customers within 20 minutes, parking needs (visitors and employee, including parking space for large commercial and recreational vehicles), parking spaces for skills tests and completing Vehicle Identification Number (VIN) inspections, etc. Additionally, Agency is looking for analysis of potential future DMV field office locations and development of a strategic Facilities Master Plan to develop the necessary facilities.
