Specifications include, but are not limited to: The Contractor shall assist with and provide recommendations on the following tasks. Review and assist with any needed revision of all current lease agreements for County-owned and leased solid waste disposal, transfer and recycling facilities. These facilities include the Dudleyville Transfer Station, the County Recycling and Tire Transfer Facility and other small transfer sites located on County-owned land. Review all current host agreements and develop options to ensure the County maximizes opportunities for host fees. Assist the County with oversight of and correspondence with the Arizona Department of Environmental Quality; including design review and monitoring plans for any modifications or changes to County-owned or leased facilities. Assist the county with strategies to better leverage opportunities to recover costs associated with large Municipal Solid Waste volumes coming into Pinal County from adjacent counties. Assist the county in identifying the costs of its recycling program and the feasibility of continuing or ceasing operation of the program. Assist with field design work including; field surveys, topographic mapping, construction staking, grading and drainage design, field testing, geotechnical investigations, material testing for soil investigations, synthetic liner testing and evaluation, and other tasks, as needed, for maintenance of the former Dudleyville landfill.
