* Implementation of a formalized energy conservation program. The proposal shall not include or depend on capital expenditures, mechanically retrofitted devices, or installation of computerized control systems. * The proposal shall focus on behavioral changes by the school district's staff and students rather than mechanical changes in the facilities. The behavioral changes desired should encourage a more conservative use of energy and potable water. * The offeror shall include personnel to act as project coordinators hereafter referred to as "energy educator/manager." The energy educator/manager shall be employees of the Energy Conservation Consulting firm. Resumes of these persons shall be provided in the proposal and may not be changed, during the contract term, without prior approval by MNPS. Proposers shall include a minimum of 4 energy educators/managers in their proposal that shall support MNPS full time (maximum of 2080 hours per year) as augmented staff and report daily to MNPS facilities. One of the four minimum employees shall be focused on staff and student education throughout the district. * The offeror shall recommend a third-party energy accounting software program to measure the results from the energy conservation program for the district to purchase or license during the time the offeror will provide services to the district. The third-party software must be currently commercially available, must include a component to calculate cost avoidance, and the methodology used to determine cost avoidance must comply with the International Performance Measurement and Verification Protocol (IPMVP). This annual license fee shall be included in offeror's cost proposal.
