To analyze motor vehicle, homeowners, property, hurricane, workers’ compensation, general liability, professional liability, medical malpractice, inland marine, and surety insurance rates to determine that they are not excessive, inadequate or unfairly discriminatory in relation to the coverage afforded pursuant to Hawaii Revised Statutes (“HRS”) chapter 431 and acceptable actuarial techniques. To provide comments on hurricane models or other catastrophe peril models as to their appropriate use pursuant to HRS chapter 431 and acceptable actuarial techniques in rate making. To provide actuarial analysis of the expected impact of property and casualty insurance-related administrative rules of state agencies and legislation, including review of industry’s calculation of proposed or enacted legislative impact. To provide expert witness testimony representing the Insurance Commissioner, if necessary, to justify the Insurance Division’s position relative to rate filing decisions when necessary.
