Specifications include, but are not limited to: • Develop a comprehensive landscape analysis of the current transportation access services across the State of Connecticut that shows where transportation capacities and gaps exist across the state and enables OWS, and its partners, including DOT and DOL, to identify where pilot transportation program(s) could be initiated. • Assess current transportation demand needs in different areas of the state to help identify where pilot transportation program(s) could be initiated. • Enable OWS and its partners, including DOT and DOL, to accurately assess the feasibility of piloting innovative transportation solutions, including car-based strategies and existing publicly-funded programs that could be scaled, related to employment by providing 4-5 options for transportation pilot(s) that are rooted in cost considerations, efficiencies, potential for scale, and concrete and achievable outcomes reflecting the Connecticut transportation landscape. • Provide OWS with financial analysis of pilot transportation options, including potential financing sources and a risk analysis that enables OWS, in collaboration with DOT and DOL, to develop a grant program for implementation in 2024.
