The City of New Haven is seeking planning and technical services in support of the City’s housing preservation programs, specifically related to the Housing Code, Residential Rental Licensing and Anti-Blight (collectively, “the Housing Stability Program”). As part of this effort, consulting partner(s) will develop a deep understanding of these programs through analysis of the enabling statutes and ordinances, regulatory framework and general operations. Recommendations and work products will serve as the roadmap for process improvements and overall alignment with the City’s Consolidated Plan for Housing and Community Development. Focus effort in the following areas, - Customer Services, from case intake to resolution. - Professional Services, including case inspection protocols, reporting and follow up together with acceptable compliance standards. As part of this work, the consulting partner(s) are expected to develop a resource profile which compares actual City resource levels to actual need based on work volume and compliance expectations. - Administrative, Legal and Other Supports, including workflow aimed to accelerate case management, follow up inspections and enforcement as may be necessary to achieve compliance. - Communications, including recommendations / work products which improve the City’s interactions with landlords, tenants and other stakeholders.
