Specifications include, but are not limited to: 4.1. The Department requires a vehicle and equipment based Global Positioning System (GPS) that provides basic functions that include, but are not limited to, vehicle track and trace, current and past location, path and speed, and reports that combine these functions to produce additional location information. GPS information shall allow the agencies to control and reduce fuel costs, maximize vehicle utilization, and identify unauthorized use of the vehicle. The GPS system shall also allow the agencies to geofence a defined area that could be used for vehicle performance or tracking, entry and exit of said area, and/or combined to produce additional functionality. 4.2. In addition to the GPS functions, the agencies require a system that provides an easy way for fleet personnel to remotely retrieve engine diagnostic error codes. Diagnostic codes shall include geocoded spatial information about where and when faults occurred. 4.3. The system shall allow for the electronic completion of commercial vehicle Pre- and Post- trip safety inspections. The safety inspection must comply with all the vehicle safety elements required by the Federal Motor Carrier Safety Administration https://www.fmcsa.dot.gov/for Pre- and Post- trip inspections. The inspection elements shall include the ability to identify to the operator, the date/time and inspection duration, the items being inspected and the condition of the items being inspected.
