Specifications include, but are not limited to: 4.1 The City is seeking a qualified engineering consulting firm or team, specializing in wastewater facilities, to provide professional services for developing the Water Resource Recovery Facility Master Plan Update, and assist the city for design of improvements for the WRRF expansion and other related treatment improvements to address current needs. 4.2 The overall purpose is to develop a Master Plan that will provide a road map for the facility for future improvements to ensure current and anticipated future water quality standards are met, and that the treatment capacity is developed in conjunction with future population growth. This Master Plan must be developed in a manner for it to be reliable, flexible, and adaptable to meet expected as well as unanticipated and new challenges over the next ten years. The Master Plan is intended to be a dynamic document that should be updated every five years. The Master Plan is for the entire facility located at 3320 East 5th Street in Carson City, Nevada, which includes all buildings and equipment located at this address. 4.3 The City would like the selected firm to evaluate current and recommend new process technologies to meet a Total Nitrogen concentration of 10 milligrams per Liter (mg/L) or less in the WRRF effluent discharge to prepare for future regulatory permit limitations, solids removal improvements, struvite control measures, and odor control strategies for the dewatering process, disinfection improvements, and storage capacity for future projected growth and emergency storage from storm events. 4.4 The final report produced by the selected firm shall incorporate a near-term planning horizon to address the existing WRRF needs and future effluent permit regulation considerations for the next five to ten years. Available documents will be shared with the selected firm. The information should be packaged in a final report and accompanied by a final presentation that summarizes the final report. The study should be forward looking with consideration towards the growing needs of the City.
