The Contractor will be responsible for providing a turnkey service that includes the staffing, equipping, operating and managing of the FSP Program. The program will operate roving service patrols on Interstate Routes H-1, H-2, and H-201 on the Island of Oahu that could be expanded over time. Services to be provided include, but shall not be limited to: 1.1.1 Procuring and maintaining all FSP vehicles with all equipment as detailed in the specification; note that the Offeror is responsible for ensuring that it meets all Federal requirements (see Section 3 for DBE and Buy America requirements; and Appendices F and G for additional requirements); 1.1.2 Providing drivers trained in Traffic Incident Management (TIM) protocols, light duty towing and recovery, basic repair of vehicles, towing disabled vehicles to specified drop zones, removing debris, providing basic fire extinguisher use, deploying traffic control devices, assisting law enforcement and emergency response personnel (i.e., police, fire and medical) at motor vehicle crash scenes and other incidents, assisting sick or injured motorists with basic first aid, notifying local emergency agencies of incidents, and supporting promotional activities; 1.1.3 Providing dispatchers to direct FSP drivers to specific locations, interact with 911 call takers, law enforcement and emergency response personnel, respond to the public’s call for assistance and help, and assist traffic operators in actively managing traffic;
