Specifications include, but are not limited to: Contract Specific Special Procurement under Portland City Code 533 220 to enter a Contract with SERVUS for the implementation of the Smart Discount Program by the utility bureaus The program will be implemented in a phased approach to ensure that the program delivers the expected results for both customers and the bureaus This special procurement is deemed appropriate because it does not promote favoritism in awarding public contracts or substantially diminish competition Moreover it is anticipated to result in significant cost savings for the City or the public, or otherwise substantially advance the public interest in a manner that cannot be practically achieved through regular public procurement rules
