Specifications include, but are not limited to: 1.1 Contractor will perform location, marking, and clearance of State’s underground utilities in full accordance with Minnesota Statutes Chapter 216D and standard industry practice. Utility infrastructure consist of traffic signals, lighting, and ITS systems in the counties noted above, which are under the State’s District 7 Department of Transportation jurisdiction. Locations are in urban and rural areas within these counties. 1.2 Contractor will accept all correspondence originating from the GSOC of Minnesota, relative to any excavation in the vicinity of State’s buried utilities in full accordance with Minnesota Statutes Chapter 216D and standard industry practice. 1.3 Contractor will receive a District 7 locate request for the applicable counties directly from GSOC by electronic means. Contractor will assess whether a field visit to the excavation site and a Visual Examination is required to determine if a conflict exists between State’s Facilities and the proposed excavation. If Contractor determines that no field visit or Visual Examination is necessary, Contractor will either notify Excavator prior to the proposed excavation that State’s Facilities are not present or mark the excavation site in a manner to indicate that State’s Facilities are not present at the proposed excavation site. If Contractor determines that there are locatable facilities present at the excavation site, it will indicate the presence of those facilities with appropriate Markings. 1.4 Contractor will contact the excavator if field locates cannot be performed prior to excavation or whenever needed to clarify the limits of excavation and existing facilities. Contractor will also provide follow up markings, if so required, to maintain the markings through the course of excavation work. 1.5 Contractor will provide electronic equipment (as required for computerized mapping systems) locating equipment, transportation and marking paint to effectively perform their locating and marking responsibility within District 7 counties for signal, lighting, and ITS owned and maintained by the State. Contractor will provide documentation of completed work as required by State and agreed upon by both parties. 1.6 If Contractor determines that there are un-locatable facilities at the locate site, it will notify State and the State will be responsible for determining what course of action should be followed to assure that the un-locatable facilities are not damaged. 1.7 Contractor will document discrepancies in plans and field markings and inform State’s Traffic personnel of the discrepancies. 1.8 Contractor’s Locator’s must have a valid Class D Drivers License. 1.9 Contractor will clear any No-Locate Required request and perform after hour emergency locating services, as needed, when contacted by the State Patrol. 1.10 Contractor will provide a monthly invoice to state for payment of services along with an itemized listing of: A) Total number of tickets reviewed and located B) Number of tickets reviewed but marked as No Located Required C) Number of tickets field located with location. 1.11 Contractor will coordinate and conduct a project Kick-off meeting at the State’s District 7 office in Mankato, MN.
