Specifications include, but are not limited to: (a) Provide statewide reading of local newspapers to persons who register for the service that cannot read regular newsprint, while not refusing service to any person who is eligible and is reasonably cooperating with the provider. (b) Provide user access and usability to local newspapers and periodicals similar to the access and usability sighted users have when sighted users visually read the newspapers through a software program that accepts electronic text provided by local newspapers through a software program available 24 hours a day and 7 days a week with 99% uptime. (c) Provide text to speech conversion or recordings from participating newspapers and periodicals to registered users, complete with adjustable settings for speaking rates, help functionality, search functionality, or spelling command. (d) Acquire content and update content. (e) Provide registration via US Mail, fax, toll-free phone call, and through a website. (f) Plan to outreach and increase participation in the service. (g) Execute on outreach to increase participation in the service as well as services of the Ho‘opono program. (h) Make available a monthly announcement to the Commission for publication on the Hawaii local channel announcements that is currently managed by Department of Human Service Division of Vocational Rehabilitation. (i) Provide annual training for Commission staff on the service onsite at the Commission or online.
