The overall objective is to develop a statewide plan to advance post-consumer materials management and to assist local waste management districts with materials management by focusing on waste reduction. Respondents should develop and provide a statewide plan to identify waste management issues, advance pre- and post-consumer materials management, and decrease the disposal of valuable materials throughout the state. The Plan should serve as a guide to the management of waste and materials in the state and aid local governments as they develop local materials management plans. The Plan should transition the state from a recycling/disposal focus to a plan that focuses on reducing the environmental impacts of material choices on the environment and natural resources by identifying waste reduction opportunities, establishing convenient and inclusive access to, not only recycling, but organics management and other adequate disposal options. Materials management includes managing pre- and post-consumer recyclables, organics, tires, wood, concrete, and other materials traditionally considered trash and landfilled. This Plan should provide a shared roadmap to guide state and municipal efforts to achieve economically efficient and environmentally responsible management of the solid waste materials Hoosiers generate in their daily lives.
