To assist in improving the quality and quantity of intellectual property portfolios and increasing technology transfer and transition success within the Department of Defense (DoD) research and development national laboratory enterprise, and other technology transfer agencies and programs, by facilitating “Innovation Discovery” events (IDEs) and supporting related Innovation Discovery initiatives. These events involve presentations on technological innovations by scientists and engineers (S&Es) to panels of non-lab participants, followed by guided "brainstorming" sessions by the panels that explore the novelty, utility, importance, and diverse commercial and military applications of the innovations. Objectives of these IDEs include improving the transfer, transition, and commercialization of inventions; changing the culture of scientists and engineers so that they are willingly engaged in intellectual property (IP) protection and commercialization; raising the visibility of the Technology Transfer (T2) office and its important role in moving technologies 'from minds to markets' so that it can enhance the nation's defense mission and strengthen the economy; and creating a corps of influential ambassadors, who can increase outside awareness of the lab's inventions and potential to foster economic development.
