Specifications include, but are not limited to: Phase I – Data gathering and conceptual review • Weekly virtual project status updates • Survey, traffic counts and other field work necessary • Prepare up to three conceptual plans which highlight: ▪ revised layout ▪ traffic improvements ▪ pedestrian improvements ▪ cost estimates ▪ tentative construction schedule • Prepare a PowerPoint presentation and attend a Public Information Meeting for Q&A’s; Phase II – Final Design • Weekly virtual project status updates • Survey, traffic counts, signal analysis and other field work necessary • Provide specifications and construction design documents to include 70%, 90% and Final stamped drawings • Development of detailed cost estimates • Provide application revisions or additional documentation as required by LOTCIP/WestCOG • All permitting (CT-DOT, DEEP, ACOE, Inland Wetlands, etc.) as needed • Easement acquisitions (if needed) • Attendance at an additional PIM (if needed) to include PowerPoint presentation and Q&A’s • Provide Construction RFP documents for submittal to Purchasing Authority • Prepare responses to bidder questions and Addenda as needed • Review bids and provide a recommendation of contract award • Assist in preparation of Construction Contract Documents for execution to successful bidder; Desired Outcome - The East St/Elm St intersection shall be reconstructed to meet current safety and design standards for motorists and pedestrians while providing for increased efficiency in travel times and shorter wait times. East Street (Rt 202) is a state road and therefore the final plan must be approved by the Connecticut Department of Transportation. The selected firm shall provide all necessary services to achieve a P.E. stamped, certified and approved Final Design plan set. The selected firm shall also provide for engineering services and documents needed to successfully award for Construction of the project.
