Specifications include, but are not limited to: 1. The Contractor(s) shall at a minimum: • Maintain a high level of visibility in buildings and parking areas. • Carry a department issued radio and maintain communication with the Fulton County Schools Emergency Operations Center (EOC). • Be required to cross-train and operate Concealed Weapons Detection (CWD) Systems. • Be required to wear body-worn cameras. • Always communicate effectively in a professional manner. • Write reports on all incidents that occur on the property. • Conduct checks of the school building and perimeter. • Assist with fire, severe weather, bomb threat, intruder, and other drills. • Summon emergency vehicles and crews when needed. • Report any suspicious behavior to Administration and FCS Police Department. • Participate in school-based administrative/safety meetings and provide security insight as-needed. • Report all activity to designated Lead and/or Senior campus security associate, up to the Security Supervisor of Fulton County Schools as required. • Have Fire Watch training for times when a building may lose fire protection capabilities. When these incidents occur, the Fire Watch service will run for 24 hours continuously until fire protection has been restored. • Conduct themselves in accordance with the Code of Conduct and training provided by Fulton County Schools. • Comply with District administrative regulations and policies. 2. Uniforms & Appearance • Uniforms supplied by Fulton County Schools: o Cobalt blue polo shirts • Uniforms supplied by Contractor: o Navy blue cargo pants o Company jackets o Rain gear o All-black duty boots and/or tactical shoes • Contractor will be required to affix their company patch/logo to the right sleeve on the shoulder of the uniform polo at their own cost. No other alterations to the uniform are permitted. • Security Officers shall be neat in appearance. • Hair shall be neatly cut and professional in appearance. • Fulton County issued Contractor Identification badges must be worn and always displayed while on campus. 3. Transportation • FCS shall have the right to move officers to different locations based on need. • Security Officers shall be responsible for providing their own transportation. • There will be no fuel or travel expense/allowance provided from Fulton County Schools. 4. Time • Fulton County Schools is requesting 25 contract positions, and one (1) on-site dedicated Account Manager weekly during the contract period. Hours are not to exceed 40 hours per week. • Overtime shall not be paid under any circumstances. • Location and hours may vary. Some buildings may require twenty-four (24) hours, seven (7) days a week security services, whereas other buildings may require eight (8) to ten (10) hours a day. All officers are subject to work at the needs of the District. • In the event a site/school requires additional security services, the site or school will contact the Fulton County Schools Representative. Once approved by the Fulton County Schools Representative, he/she will contact the Account Manager to facilitate staffing. 5. Typical Schedule • Hours may from 6:00AM – 6:00PM, eight (8) hours per day maximum. • Contracted dates: July 1st – June 30th • Due to the critical nature of this work and high degree of flexibility is required. • EXCEPTIONS to the above schedule are as follows: o Thanksgiving – One (1) week o Winter Break – Two (2) weeks o Spring Break – One (1) week o During these weeks listed, we only require five (5) officers each week. • Additional Opportunities for Special Events: Football games, basketball games, fire watch, or other special events outside the normal 40-hour week contract. This service if requested would be billed directly to the requesting school and is not subject to overtime. This process, billing, and accountability will fall directly on the designated Account Manager. 6. Miscellaneous • Contractor is to provide a designated Account Manager. • The Account Manager will oversee and manage weekly time sheets completed on the Fulton County provided documentation and submit to the Fulton County Schools Representative for approval and processing. • The Account Manager will provide monthly invoices to Fulton County Schools Representative for payment. • All security contractors MUST HAVE a minimum of two (2) years of verified experience working in the security industry to work on the Fulton County Schools account, preferably with the Contractor company. • Contract officers are assigned to specific FCS locations based on District needs, and not permitted in any other location unless directed by the FCS Security Supervisor. • Contract officers are to refrain from any inappropriate relationships and/or contact with students and staff.
