Specifications include, but are not limited to: The New Mexico Department of Transportation is requesting proposals for the purpose of selecting a consultant to perform a study of the Gila River in the vicinity of U.S. 180 crossing near Cliff, New Mexico and develop a resiliency plan using Nature-Based Solutions and/or other innovative design that will meet the principal objectives. The study area for this project is approximately defined as an area of the Gila River and floodplain extending 1,500 feet upstream to 2,000 feet downstream of the US Highway 180 bridge, but proposals may be wider or smaller as long as they address the principal objectives. The U.S. 180 bridge has been put out of service on two occasions due to flood damage and the NMDOT and Grant County have completed several attempts in the past to protect infrastructure without finding a long-term option. The Contractor agrees to perform the following professional services in this area: A. Perform a project area survey including assessment of geomorphic, hydrologic, and infrastructure variables. This work will include actual on-site field surveys, remote/GIS assessments, and background research within 60 days of the NTP. NMDOT will be responsible for notifying landowners and securing survey access. B. Attend three meetings hosted by the NMDOT and be prepared to present on design. C. Develop a preliminary plan for NMDOT and stakeholder review using Nature-Based Solutions, natural channel design techniques, bioengineering, or other innovative technology that meets the principal objectives. D. Develop a construction-ready plan. This will include CAD/Civil 3-D or other engineering design plans, maps, and detailed descriptions of the proposed work. The scope includes reviewing the project area to determine right-of-way needs for the proposed improvements, identification of the level of effort and estimated cost of proposed construction alternatives.
