Specifications include, but are not limited to: 1. Initial Review of Existing Conditions: a. Planning Grant Review: i. Evaluate and analyze the terms and conditions of the planning grant to ensure compliance and alignment with project objectives. ii. Port and Railroad organizational framework. iii. Conduct a thorough assessment of the existing organizational structure of the port and railroad entities. iv. Identify strengths and weaknesses, opportunities, and threats in the current organizational framework. b. Strategic Alignment: i. Review existing strategic plans and documents to ensure alignment with the overall goals and objectives of the Port and Railroad Master Plan. c. Working Group Recruitment: i. Develop criteria for working group participation. ii. Identify and recruit key stakeholders to form working groups. d. Solicit Working Group Participants: i. Issues invitations to potential working group participants. ii. Provide information on the purpose, scope, and expected commitments of working group involvement. e. Interview Participants: i. Conduct interviews with key stakeholders, including representatives from the port, railroad, and relevant authorities. ii. Gather insights, expectations, and concern to inform the master plan development. 2. Master Plan Study: a. Collective Group Meetings: i. Organize initial, collective group meetings to introduce the project, establish communications channels, and discuss overarching goals. b. Breakout Working Group Meetings: i. Facilitate separate working group meetings to delve into specific areas of focus such as Capital Improvement Plans, Energy Demand Studies, etc. c. Potential Individual Studies: i. Identify and initiate potential individual studies as needed to support the master plan development process. 3. Plan Development: a. Initial Draft: i. Develop an initial draft of the Port and Railroad Master Plan based on insights gathered from collective and working group meetings. b. Feedback and Revisions: i. Distribute the initial draft to stakeholders for feedback. ii. Conduct feedback sessions and incorporate relevant suggestions and revisions.
