Specifications include, but are not limited to: a. Provide one Cessna 182 (primary), Cessna 172 (backup), or equivalent aircraft capable of performing the duties cited in the RFP a pilot with bighorn sheep survey experience and support services including fuel service truck, and fuel service truck driver. b. Offeror must be available for this project within a 48-hour notice by Agency. c. Conduct bighorn sheep surveys as required by ODFW staff. approximately 100 hours of flight time depending on weather conditions, bighorn sheep distribution, bighorn sheep visibility, and flight time costs. Each bighorn sheep census flight will typically last two to three hours; most flight days will consist of two to three flights. Flights will be conducted when counting conditions are deemed suitable by Agency biologists. Flights are expected to occur between March 1, 2024, and June 30, 2025, dependent on weather conditions and animal distribution. d. Transport up to three (2) Agency observers per flight to survey free-range bighorn sheep, mostly in Wallow and Baker Counties. e. The Offeror’s pilot will determine all conditions regarding safety prior to and during the flight. Should the Offeror’s pilot consider the conditions unsafe, the pilot and the Agency Crew will either forego that particular flight, return to base, or land at another site deemed more appropriate for safety. f. Coordinate with Agency prior to initiation of each day’s work and maintain communication throughout the workday.
