Specifications include, but are not limited to: This Request for Proposals (RFP) aims to receive competitive proposals from qualified consultants to prepare a 2024 Small Cities Community Development Block Grant application for submission to the Connecticut Department of Housing and provide professional administrative and technical services to implement activities if the grant is awarded. The selected consultant will be responsible for all phases of general program administration and compliance under the Town’s direct supervision for approved projects, excluding funds disbursement. These services include but are not limited to, grant application preparation and submission; grant administration; project development and management; completing environmental reviews; and ensuring compliance with affirmative action, fair housing, and equal opportunity, Section 3, Davis-Bacon Wage requirements; and completing Citizen Participation compliance activities.
