Specifications include, but are not limited to: . Consulting Services The Contractors must be available as needed to provide environmental consulting services. These services may include the following: (1) Perform environmental site assessments of properties for the presence of recognized environmental conditions (REC’s) (the "Assessment Phase") in compliance with current American Society for Testing and Materials (ASTM) standard, Department of Transportation (DOT) Facilities Development Manual (FDM) 21-35-1, or as otherwise directed by Waukesha County. (2) When REC’s are identified, develop and execute a Phase 2 or 2.5 environmental assessment. (3) Prepare a program for site remediation and oversee the remediation process, including, without limitation, communicating with the Wisconsin Department of Natural Resources (WDNR) or other appropriate agency in all aspects of the remediation, overseeing the remediation contractor and obtaining site closure (the "Oversight Phase"), and (4) Provide general consultation on environmental matters, as requested by Waukesha County.
