Outcomes of the Project may include recommendations for refinements to or re-evaluation of the Jackson County and City of Medford comprehensive plans, other infrastructure plans, Transportation System Plans, the OR 62: I-5 to Dutton Road FEIS and ROD, the Rogue Valley Metropolitan Planning Organization (“RVMPO”) Regional Transportation Plan (“RTP”) and the local, regional, and State Transportation Improvement Programs. The objectives of the Corridor Plan are to: • Identify existing transportation deficiencies with updated information; • Evaluate the final alignment identified in the OR 62 FEIS/ROD for the northern section of the bypass from the end of the JTA phase near Corey Rd in Jackson County to just north of White City; • Determine if the OR 62 FEIS/ROD northern alignment is still the preferred alignment considering costs and benefits; • If needed, evaluate other alternatives within the Study Area to improve transportation network safety and reliability; • Determine at a high level whether preferred planning solutions are consistent with the OR 62 FEIS/ROD (which would inform one or more NEPA Re-Evaluations); • Determine whether to supplement the OR 62 FEIS/ROD; • Document the Corridor Plan and decision-making process in support of its adoption into local plans; • Incorporate the Exit 30 IAMP by reference and adopt decisions in the Vilas Road IAMP as part of the OR 62 Corridor Plan; • Provide policy framework to preserve the safety and function of the new OR 62 bypass/ Rogue Valley Expressway; • Provide strategies for intra-agency coordination and meaningful public involvement; and • If needed, provide the framework for documenting a purpose and need statement as well as project goals and objectives for an environmental analysis.
