The Rhode Island Public Transit Authority seeks a qualified consultant to plan and conduct a comprehensive on-board rider survey for RIPTA’s existing transit network. In accordance with the federal requirements detailed in FTA Circular 4702.1B, RIPTA is required to conduct a survey to gather “information on the race, color, national origin, English proficiency, language spoken at home, household income and travel patterns of their riders.” The survey will also collect demographic information on “fare usage by fare type amongst minority users and low-income users, in order to assist with fare equity analyses.” Maintaining Title VI compliance is one of several desired outcomes RIPTA has for this project. The survey will also function to help the authority better understand and serve its riders, develop and alter policies based on accurate data, inform long-range transit planning projects, and optimize marketing efforts. The project will require a consulting team with the ability to support these purposes and provide post-survey analysis and data presentations for a variety of audiences.
