Specifications include, but are not limited to: A Kentucky elk hunt is a very coveted hunting permit for hunters in Kentucky and across the country. Generally, there are 25,000 to 45,000 individuals, who can apply once for each of the 4 different hunt types. In total, those individuals make 60,000 to 75,000 unique applications for 500 permits. These numbers are subject to variation. Additionally, any unsold elk permits will be redrawn to our Loyalty Redraw pool which consists of hunters who have applied for the highest number of cumulative years. In 2023, the Loyalty Redraw involved redrawing 15 elk permits to a pool of 67 individuals. These numbers will vary from year to year but will be much smaller in magnitude than the main elk draw. Due to the limited number of permits, the majority of applicants are not awarded an elk hunting permit. Many applicants have expressed a desire for more transparency on how the application and draw process is conducted. In an attempt to provide better customer service and achieve greater transparency to our hunting constituents, the Kentucky Department Fish and Wildlife Resources wishes to contract with an outside vendor to perform Draw Audit and Related Services.
