Specifications include, but are not limited to: The Rhode Island Turnpike & Bridge Authority (RITBA) is seeking proposals from qualified Firms to provide insurance and consulting services to RITBA that include, but are not limited to: health, dental, vision, and life insurance. The selected Firm shall maintain and retain records, maintain all required licenses, keep current on changes in insurance law, meet with RITBA management, and be fully prepared to address RITBA’s interests and needs in terms of products and services. RITBA has approximately 60 benefit eligible Union and Non-Union employees. Benefits are collectively bargained with the Union. • Health – Blue Cross Blue Shield of Rhode Island, with an additional HRA plan which is funded by RITBA. • Dental – Delta Dental of Rhode Island • Vision – United Health Care (Spectera) • COBRA – Administered by London Health Administrators; Additional requirements: • Ability to design specifications for the insurance program and market the program for coverage, including assisting and training RITBA staff in the completion of applications, documents, gathering of data, and annual recertifications. • Ability to analyze proposals received from various insurance providers, negotiate changes for the benefit of RITBA, and verify the reasonableness of the price for the coverage provided. Make recommendations to RITBA as to the most advantageous insurance program providing the highest level of coverage at the best possible price to meet RITBA’s needs and objectives. • Ability to collect and analyze benchmark data, performance of peer groups, and related strategic recommendations. • Ability to analyze benefit utilization and cost trends and evaluate the potential impact to RITBA. • Ability to serve as the liaison for resolution of administrative and claim issues. • Ability to monitor the legislative environment and provide updates and guidance regularly. • Ability to prepare all 5500 reports for the various insurance products. • Ability to provide Affordable Care Act support and service, which includes filings to the IRS (PCORI fee). • Ability to prepare plan documents and update, as needed. • Ability to provide administrative and clerical services relative to account management. • Other duties as requested by RITBA.
