Specifications include, but are not limited to: The City seeks to retain the services of a qualified and competent service provider to provide group employee insurance benefits consulting services. Such services are anticipated to include, but may not be limited to, the following: 13.4.1. Assist the Human Resources Department and Purchasing Department in the development of the City’s requests for proposals, and in the evaluation of proposals received in response thereto, for medical and vision, pharmacy benefit manager, dental, group term life insurance, supplemental life insurance, long-term disability, stop loss, Section 125 administration, Health Savings Account administration, and voluntary benefits. 13.4.2. Analyze insurance renewals and proposals and present results to the Human Resources Department. Advise City of Franklin in contract negotiations and renewals. 13.4.3. Provide ongoing analysis of plan designs, cost containment strategies, and cost sharing alternatives. Recommend alternative benefit plan designs or delivery systems as dictated by emerging plan costs or benefit practices. 13.4.4. Analysis of health insurance plan design options available to City of Franklin pre-65 retirees. 13.4.5. Assist the City in the development of a long-term strategic plan for managing healthcare costs while continuing to provide high quality, competitive benefits. 13.4.6. Review current Wellness Program and assist in the development of a long-term strategic plan and communication campaign to promote wellness with measurable results. 13.4.7. Provide timely notifications and updates on pending legislation and legal decisions that may impact the City’s benefit programs. Provide recommendation for appropriate action to be taken by the City of Franklin Employee Benefit Programs.
