Specifications include, but are not limited to: The Department is requesting proposals from qualified firms and individuals to update the existing Five-Year Consolidated Plan for the City of Salem. The current plan is effective for the 2020-2024 HUD Program Years. It is broken into sections: Executive Summary, Process Description, Needs Assessment, Housing Market Analysis, Strategic Plan, Affordable Housing and Program Specific Requirements. Each section has subsections designed to satisfy specific requirements of the Code of Federal Regulations for Plan Development. The first year of the Consolidated Plan also serves as the Annual Action Plan for Program Year 2025, which must be developed as a separate but integrated section. All planning documents must be prepared in conformance to all associated Federal laws and regulatory requirements. The City intends to submit the 2025-2029 Consolidated Plan, Analysis of Impediments and 2025 Annual Action Plan to the Portland HUD Field Office in the spring of 2025.
