Specifications include, but are not limited to: The purpose of this Invitation for Bid (“IFB”) is for the Town of Leesburg, also referred to herein as Owner, to obtain the services of a qualified contractor to perform Water Treatment Plant (WTP) process residuals removal at the Town’s Kenneth B. Rollins Water Treatment Plant. The successful bidder, also referred to herein as Contractor, shall perform all the WTP process residuals removal as specified in this IFB and provide all project management supervision, equipment, fuel, insurance, personnel and qualified equipment operators to complete the work. It is the intent of this solicitation to establish an annual term contract to provide Water Treatment Plant Residuals hauling and disposal services for the Town’s Water Treatment Plant. The Leesburg Water Treatment residuals, also known as sludge, is a product of the conventional treatment solids removal process employed at the treatment plant through the application of iron-based coagulant, followed by sedimentation, and filtration. The residuals are removed from the plant basins, concentrated in a gravity thickener and eventually stored in two (2) 150,000-gallon tanks. The resulting product has a typical solids content of 2 – 5%. Accumulation of residuals can be significantly impacted by the flow rate of the plant process and by the amount of particulate matter present in the source water due to precipitation and runoff. Timely residuals removal is critical to plant operations. C. Removal and Disposal Services 1. The contractor shall provide all equipment, labor and services for the purpose of residuals removal from two (2) thickened residuals holding tanks, transportation and land application of the Town’s water treatment plant residuals in the states of Maryland and/or Virginia. 2. Removal of residuals will be conducted between the hours of 6:00 a.m. and 4:00 p.m. Monday through Friday from the Town’s Kenneth B. Rollins Water Treatment Plant located at 43234 Edwards Ferry Rd., Leesburg, Virginia. The product is loaded into the top of tanker trucks by gravity or pump provided by the Town. 3. The Town will provide approximately 1.8 MG (1,800,000 gallons) of sludge on an annual basis. If the Town exceeds the estimated gallons of sludge to be removed (1,800,000 gallons) during the time of this contact, the contractor will remove any excess sludge under the contract at the current bid price per gallon. 4. The contractor shall remove residuals on a weekly basis, fifty-two weeks a year, unless otherwise scheduled and approved by the Town. The Town will provide approximately 30,0000 to 36,000 gallons of residuals on a weekly basis. On occasion, as part of tank clean-out and other maintenance activities, the contractor shall provide additional hauling services of up to 150,000 gallons in a week. The Town will coordinate these larger residuals removal events with the contractor in advance.
