Specifications include, but are not limited to: 1) Evaluation of Existing Conditions Research is to include document collection, data collection and mining, GIS data retrieval, and information/data analysis. County Staff will provide available information in the form of plans, reports, studies, databases, GIS data, maps, and on-line resources; however, the consultant may be required to conduct independent research, request information, and mine data to capture needed baseline information. The consultant shall provide a formal assessment report outlining their understanding of the County's development characteristics and existing conditions as well as provide a formal assessment of regional and national issues and opportunities that could impact Hampton County in its current and future planning, current and future land development, and community dynamics. This deliverable shall be provided by the consultant with text, maps, charts, graphs, and figures, etc. depicting the selected consultant's understanding of the existing conditions, the current state of the County, and considerations of the strengths and weaknesses for the development of the new Comprehensive Plan. Deliverables: • Summary Baseline Conditions Report of Existing and Historical Data 2) Community Engagement Paramount to this Comprehensive Planning effort is significant public engagement, potentially including but not limited to surveys, publications, mailings, public comment periods, and public meetings. The gravity of the Comprehensive Plan to countywide development and investment must be properly conveyed, and sufficient public input is required, so the selected firm will be required to develop a Public Engagement Plan that is comprehensive, accessible, equitable, and as exhaustive as possible. The Public Engagement Plan shall be finalized early in the update process and include: Effective outreach approaches, Presentation, coordination, handling, and meetings, Development of surveys or other engagement tools to capture a complete picture of public perception as possible. It is expected that the selected consultant will lead public engagement efforts and events with support from the Americorps fellows and county staff. Deliverables: A public engagement plan detailing strategies, tools, and schedule for cultivating public engagement. Strategies for public engagement must include at least the following: o One public survey o At least 3 Public Meetings for the development of the plan’s vision, goals, and strategies. Additional public meetings may be proposed as additional services. o A written report detailing information gleaned from public engagement efforts. o At least 1 stakeholder meeting to include the school district, businesses, conservationists, realtors, builders, and others. o At least 1 public meeting engaging the public for comments on the first draft 3) Visioning and Issues Identification The consultant will be required to lead development of the long-range vision for the County. This task will require the consultant to plan, coordinate, and facilitate visioning sessions with the Planning Commission and the general public during the effort and to analyze data derived from other engagement platforms. During this period, the consultant shall prepare a draft vision statement or may delegate the task to an Americorps fellow or county staff. The consultant shall oversee research and analysis to substantiate the issues identified. In addition, this period of activities will also include receiving, organizing, and reporting, in writing, issues and concerns gleaned from input from the Community Engagement. The consultant, with support from the Americorps fellows and county staff, will analyze the issues and prepare a report describing the issues, along with recommended actions for the Planning Commission to discuss and evaluate. Deliverables: • Visioning sessions with the Planning Commission • Draft vision statement • Issues summary and reports; alternative actions
