Specifications include, but are not limited to: Create a regulatory crosswalk document by reviewing existing regulations, administrative codes, policies, procedures, statutes, and prioritization tools used by the New Mexico Environment Department (NMED or Agency), the Energy, Minerals and Natural Resources Department (EMNRD), and the Environmental Protection Agency (EPA) to address sites with no identified Responsible Person. Including, but not limited to: a. Mining Act b. Water Quality Act c. Clean Water Act d. Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) e. Brownfields program f. Resource Conservation and Recovery Act (RCRA) g. Tronox settlement h. Abandoned Mine Land programs (state and federal) i. New definition changes proposed by Groundwater Quality Bureau (GWQB) j. Proposed federal legislation on Good Samaritan Abandoned Uranium Mine Cleanup k. Federal Landowner regulations l. Other laws
