Specifications include, but are not limited to: Clackamas County Public Health Division (“CCPHD”) is seeking consulting services to conduct an organizational health equity assessment using the nationally recognized toolkit developed by BARHII. This resource provides public health leaders with tools and guidelines that help identify the skills, organizational practices, and infrastructure needed to address health equity and provide insights into steps local health departments can take to ensure their organization can take action. This work is intended to assist CCPHD in the following ways: Serve as the baseline measure of capacity, skills and areas for improvement to support health equity-focused activities. Inventory the presence of a set of research-based organizational and individual traits that support the ability to perform effective health-equity focused work. Provide information to guide strategic planning processes and/or the process of developing and implementing strategies that improve capacities. Serve as an ongoing tool to assess progress towards identified goals developed through the assessment process. Key Tasks 1. Convene – a multi-disciplinary workgroup comprised of CCPHD staff to provide input on the development and implementation of the data collection elements 2. Staff Survey – An online survey designed for staff at all levels to complete. 3. Collaborating Partner Survey – An online survey tool that provides an opportunities for partner organizations and groups that work with CCPHD to share feedback and insights on health equity work. 4. Staff Focus Groups – Facilitated group discussions that are designed for in-depth exploration. 5. Management Interviews – Individual interviews with members of CCPHD’s management team to develop an in-depth sense of its organizational strengths and areas for improvement to address health inequities. 6. Internal Document Review – An analysis of key internal documents (e.g. division-wide and program policies human resources protocols, etc.) that may result in unintended inequities within the organization. 7. Final Report – The report would contain a description of the self-assessment (steps #1-5 above), key findings, and recommendations for action steps that will be incorporated into CCPHD’s Health Equity Implementation Plan.
