This RFP is for the procurement of Legal Services for the Council in support of the Kansas statewide Next Generation 911 (NG911) system and service. Salient aspects of the Council and 9-1-1 services: • 911 services are paid for by User Fees assessed monthly (phone bill), and wireless Point of Sales • Some 911 expenses may or may not be paid for by federal grant(s) • Emergency 9-1-1 calls are taken by a Public-Safety Answering Point (PSAP) sometimes referred to as a “dispatch center,” or “emergency communication center,” or other designation. • In general, there is one PSAP in each county. However, some counties may have more than one PSAP; some counties may not have a PSAP. • NG911 is an evolving technological platform. • Kansas is one of the nation’s leaders in migration to NG911. • Kansas NG911 is a statewide solution provided by AT&T as prime contractor.
