The SC Department of Social Services (SCDSS) must provide transportation services to children who need transportation to participate in needed programs, activities, family visits, or appointments. SCDSS currently uses the Multi-Agency Transportation Services contract to provide transportation to children who are emotionally and behaviorally challenged; however, there is not currently a contract to provide the same services to children categorized as Regular Foster Care Youth (no emotional or behavioral problems.) The nature of the emergency is that the number of children under DSS’s care who need transportation far exceeds the current capability to provide transportation, and a gap in service is not a viable choice.
